THE UNINTENDED PLATFORM
The Story:
In 2020, a global gaming company found itself at the center of a geopolitical storm. Following a government-imposed internet censorship in country X, traditional communication channels, such as social media and messaging apps, were severely restricted. Almost overnight, the company’s regional gaming server experienced an unprecedented and explosive surge in activity. The in-game chatbox, designed for players to coordinate strategies, was now receiving 1,000 times its usual volume of messages, transforming it into a critical, ad-hoc public communication hub.
The company’s server infrastructure was robust, built to handle peak gaming loads. The chatbox’s features of anonymity, rapid, large-scale information exchange, and group coordination made it uniquely useful during the censorship period. The technology, designed purely for entertainment, had become a dual-use tool: a lifeline for communication and a potential weapon against state control.
As a team member responsible for the server, Ari was on the front line, witnessing the platform’s real-time transformation. He faced an immediate and high-stakes decision with no clear precedent. Ari wavers between two actions:
Action A:
Keep the servers open. This would allow citizens to continue communicating, effectively upholding a channel for freedom of expression and access to information during a crisis. This aligned with the ethical principle of supporting fundamental human rights.
Action B:
Shut the servers down. This would mitigate immediate legal and reputational risks. The platform could be used to organize anti-government protests, thereby exposing the company to accusations of facilitating dissent and potentially triggering severe and unpredictable consequences from the government. Shutting down would be the safest compliance move, but would betray user trust and abandon a community in crisis.

1) INSTRUMENTALISM
Instrumentalism is the technology-as-a-tool perspective based on the view that technology is a neutral instrument.
This case presents an ethical dilemma concerning the neutrality of technology. The understanding of technology as neutral is based on the view that technology is merely a tool, neither good nor bad in itself. Its moral value depends entirely on how people choose to use it. “It can be used, misused, or refused. The hammer can be used to drive a nail or smash a skull.” (Dusek, V. (2006). Discuss in class the following analyses from an instrumentalist point of view.
Point out that each leads to a different conclusion.
1.1. The “Neutrality” of the Chatbox:
Analyzing this case with a focus on the chatbox as “a neutral channel” shifts the focus from the instrument’s social consequences to its function. In this view, technology is neutral like a hammer: it doesn’t care if you are driving a nail or smashing a skull. Morality lies entirely with the user, not the technology.
Argument 1: From this perspective, the server and its chatbox were engineered to transmit data packets containing text. The fact that those packets now contain “protest coordinates” instead of “gaming strategies” is an external variable. The technology hasn’t changed; only the user’s intent has. Therefore, the technology remains neutral and “innocent.”
Argument 2: A neutral tool shouldn’t discriminate based on content. Shutting it down because of the messages means that Ari is making a value judgment. To remain truly neutral, Ari must keep the data flowing without looking at what it says.
Conclusion: Ari should not feel a moral burden for the content of the messages, as their job is simply to maintain the “channel” through which the data flows. Therefore, Ari can legitimately choose Action A. This would not be a political choice, but a technical one.
If Ari took Action B, this would imply that the content of the messages matters more than the function of the server.
1.2. The Design Intent Perspective:
Instrumentalists often argue that a tool is defined by its intended purpose. Analyzing this case with a focus on the purpose of the gaming chatbox allows us to argue that the gaming company developed this tool for entertainment.
Argument 1: Ari could argue that the tool is being “misused” or “malfunctioning” because it is no longer serving its design intent, that is, gaming. The “fix” is to stop the misuse to protect the tool or shut down the servers.
Argument 2: Shutting down is not a political act but a maintenance act to prevent the platform from being repurposed into something it was never engineered to be. The neutrality of a tool is defined by what it was built to do. If a gaming chatbox is being used as a revolutionary broadcast system, it is “broken” or being “misused.”
Conclusion: Ari chooses Action B to prevent misuse and protect the tool and shuts down the servers.
1.3. Professional Neutrality:
This view of instrumentalism places emphasis on the technician’s professional performance in relation to the tool and assumes Ari is a neutral technician. Their responsibility is to the system’s efficiency and reliability, not its sociological impact.
Argument: If Action A (keeping it open) causes a severe surge that crashes the servers for all players (including those not involved in the crisis), Ari has failed his primary “neutral” duty.
Conclusion: Ari’s “neutral” responsibility is to restore the server to its optimal state for the intended audience (gamers). This requires shutting down the “abusive” traffic (the political communication), which is a technical decision, not a moral one. Ari chooses Action B.
1.4. Discussion Questions
Critique of instrumentalism: neutrality as a myth
The neutrality of the technician or the tool is a myth, a comforting story technicians tell themselves to avoid the weight of their own creations/actions. The geopolitical storm in this case highlights the biggest weakness of instrumentalism. Can a tool/technician truly be neutral if their existence alters the environment, or if they create further social consequences?
Instrumentalism would tell Ari: “You are just a mechanic. Fix the machine so it does what it was built to do.” Does this view ever consider the following consequences of Ari’s act?
The reality tells Ari: The tool/medium (the technology itself) has a much greater impact on society than the content it carries and its design function.
In some cases, technical success can be a moral failure, just as in this one. For example, if Ari successfully “fixes” the server and brings the traffic back to normal gaming levels, Ari has achieved the technical goal. But in doing so, Ari may have contributed to the suppression of a human rights movement.
The machine is no longer a “tool” for gaming; it has become a political actor. By trying to be a “neutral mechanic,” Ari is essentially trying to be a ghost in a room where everyone else is fighting for their lives. You can not be a ghost when you are the one holding the keys.
Weighing the priorities:
What are the primary ethical and legal arguments for keeping the server online and for shutting it down?
Should a company’s responsibility to its users’ human rights (like freedom of expression) ever outweigh its responsibility to obey local laws and protect its shareholders?
The “Pro-Rights” Interpretation: Some stakeholders argued that keeping the servers operational was a moral imperative. It demonstrated that the company stood with its users, potentially building immense long-term loyalty and establishing its brand as a champion of digital freedom. The action, they contended, was a net positive for both society and the company’s soul.
The “Pro-Compliance” Interpretation: Others emphasized the immense legal and financial peril. By not immediately complying with the spirit of the government’s censorship, the company risked being banned from a lucrative market, facing fines, and damaging its reputation with other governments as an unreliable partner. The primary duty, they argued, was to protect the company and its employees.
The role of technology companies:
Do technology platforms have an ethical duty when their services become critical infrastructure during a crisis, even if that was not their intended purpose?
Where should a company draw the line? Is providing a communication channel always ethical, even if it could be used to spread misinformation or coordinate violence?
2) SUBSTANTIVISM
Instead of seeing technology as a neutral tool, substantivism argues that technology has built-in values and social consequences that shape society. According to substantivist thinkers (Jacques Ellul and Langdon Winner), technologies embody values, shape social relations, and actively structure human behavior. Once introduced into society, technologies begin to reorganize social life in ways that are often unpredictable and difficult to control.
Our case can be interpreted as supporting substantivism, because the gaming chatbox unintentionally became political infrastructure. It did not remain a neutral entertainment tool. Its technical characteristics-speed, anonymity, and scalability-made it uniquely suited for mass communication during censorship. These features enabled new forms of political coordination regardless of the designers’ original intentions.
Discuss the following analyses from a substantivist point of view.

2.1. The Autonomy of Technology:
Substantivists often argue that technological systems develop a certain momentum or autonomy once they are integrated into society. The idea of technological autonomy suggests that once technologies become embedded in society, they can begin to evolve beyond the intentions of their designers.
Argument 1: The gaming chatbox was designed to facilitate communication between players during gameplay. However, once it existed as a large-scale communication system, users were able to repurpose it for new forms of interaction.
Argument 2: The sudden surge of political communication demonstrates how technological systems can take on roles that were never anticipated. In this sense, the platform has developed a form of autonomy: it now operates as a communication infrastructure regardless of the company’s original intentions.
Conclusion: Ari’s decision determines whether this new technological infrastructure continues to exist. In this sense, Ari is not merely managing a tool but influencing the structure of public communication. If the technology has already evolved into a critical communication platform, Ari’s role may be to maintain the system that society has come to depend on. From this perspective, Ari may justify Action A (keeping the servers open) in order to sustain the technological network that users have already integrated into their social environment.
2.2. Technological Determinism:
Technological determinism suggests that technologies can strongly influence the direction of social and political developments.
Argument 1: When traditional communication channels were censored, the chatbox’s technical features-instant, large-scale, and anonymous messaging-naturally made it an alternative medium for political discussion. The technology itself enabled this social transformation.
Argument 2: Because the platform allows rapid, wide-spread communication, it can facilitate collective organization and political mobilization. In this sense, the technology is not neutral; it drives social outcomes regardless of the creators’ intentions.
(Technological Determinism doesn’t prescribe the action, it just clarifies that technology has strong social effects, so any action carries weight.)
Conclusion – Option 1 (Action A: Keep servers open): By keeping the servers open, Ari allows the platform to continue influencing social and political dynamics. If they assess that the benefits of increased communication, organization, and engagement outweigh potential risks, Action A is justified. Ari’s decision acknowledges the powerful social role of technology while accepting the consequences.
Conclusion – Option 2 (Action B: Shut servers down): Alternatively, if Ari believes that the platform’s influence on political mobilization could escalate conflict or lead to harm, Action B is justified. Shutting down the servers intervenes in the technology’s deterministic influence, preventing further societal impact.
2.3. Technological Momentum:

Hughes) Technology is initially flexible and influenced by human decisions, but as it becomes embedded in society, it gains “momentum” and is harder to redirect (Technology is easier to shape when it’s new, harder when it becomes established). It combines aspects of both autonomy and determinism over time.
Argument 1: Early in its development, the gaming chatbox could have been easily modified, restricted, or repurposed by its designers or regulators. However, as millions of users adopted it and relied on it for communication, the system became deeply integrated into social practices. This makes large-scale intervention more difficult.
Argument 2: The platform now has a social and technical “weight”: shutting it down abruptly could disrupt established communication networks, while keeping it open allows it to continue influencing social and political interactions. The momentum of the system reflects both its technical properties and its embeddedness in society.
Conclusion – Option 1 (Action A: Keep servers open): By maintaining the servers, Ari acknowledges the platform’s momentum. The technology has become a stable social infrastructure, and intervening could have major consequences. Action A is justified if Ari prioritizes continuity and recognizes the technology’s entrenched role in society.
Conclusion – Option 2 (Action B: Shut servers down): Alternatively, Ari could attempt to redirect or halt the platform’s influence. Action B is justified if the potential harms of continued political mobilization outweigh the disruption caused by shutting the system down. However, the platform’s momentum means that intervention is costly and may not fully control its effects.

If technologies can develop autonomy and shape social outcomes, how much responsibility does Ari truly have for the consequences of the platform?
